OLYPHANT, PA – Kolmar USA has officially opened a new $60 million manufacturing facility in Scott Technology Park, Lackawanna County, marking a major expansion of its presence in Northeastern PA. The Shapiro Administration joined local officials for a ribbon-cutting event celebrating the project’s completion.
The new facility will generate approximately 280 new jobs and retain 290 existing positions, enhancing both production capacity and economic stability in the region. The expansion includes administrative office, warehousing, and state-of-the-art manufacturing capabilities.
State support played a significant role in the project: the Commonweath provided a $480,000 Job Creation Tax Credit, a $126,000 WEDnet grant for workforce training, and Kolmar benefited from approximately $4.6 million in tax initiatives through its status in a Keystone Opportunity Zone.
“Manufacturing is at the heart of Pennsylvania’s dynamic economy,” said Rick Siger, Secretary of the Department of Community and Economic Development. He included that the project is a major achievement for Kolmar, Northeastern Pennsylvania, and the Commonwealth.
Kolmar CEO Yong Chul “Ben” Hur highlighted how the expansion reinforces the company’s commitment not just to growing production, but to investing in community development and positioning the area as a hub for beauty-industry manufacturing. Local and regional leaders praised the choice of Lackawanna County as a site well suited for diversified industrial growth.
This milestone aligns with Gov. Josh Shapiro’s broader economic development agenda, which seeks to attract private investment, support job creation, and strengthen Pennsylvania’s competitiveness in manufacturing and innovation.
